The Best North American Cities for Early-Stage Startups and the Programmes to Join There
Where you build your first company decides who you meet in the first two years: co-founders, first customers, accelerators and the angels who write the first cheques. This guide covers 20 startup cities in the United States, Canada and Mexico. The order follows StartupBlink's Global Startup Ecosystem Index 2026, with the Startup Genome Global Startup Ecosystem Report 2026 (GSER) added where it names the city. For each city we list accelerators and incubators an early-stage founder can actually apply to, checked on their own websites in October 2026. We removed the venture capital totals, tech-worker counts and cost-of-living claims that older lists repeat without a source.
Quick answer: the San Francisco Bay Area is still in a league of its own (#1 in both rankings), followed by New York, Los Angeles and Boston. The fastest movers are Austin (up 12 places to #18 in the GSER 2026), Seattle (into the GSER top 10) and Miami (the fastest growth in our list in StartupBlink's 2026 data). In Canada, Toronto leads by far, with Vancouver and Montreal behind it; in Mexico, Mexico City is the national leader. Pick the city where your customers and your sector's specialised programmes are, not the one with the biggest headline number.

Moving to the US or Canada to Start Up
- Canada: the Start-up Visa Program is listed as paused on the government's page (checked October 2026). Only entrepreneurs with a valid 2025 commitment certificate could still apply, by 30 June 2026.
- United States: there is no startup visa, but the International Entrepreneur Rule lets USCIS grant parole of up to 2.5 years (renewable once, 5 years at most) to up to 3 founders per startup. Since 1 October 2024 the startup needs at least $311,071 from qualified investors or $124,429 in government awards or grants.
- Accelerators that invest from abroad: Y Combinator invests in US, Canadian, Cayman and Singapore corporations, so many international founders incorporate there first.
What Changed Since the Older Rankings
The 2025 version of this article listed venture capital totals, tech-worker counts, growth rates, cost-of-living and tax claims without sources, and linked every city to a made-up "/startups" page on a government site; most of those pages return 404. We removed all of them and kept only rankings from their publishers and facts the programmes publish themselves. Northern Virginia and Wilmington, North Carolina are no longer on the list because neither has its own ranking we could verify; Calgary moved to the other cities. We added Salt Lake City, Vancouver and Mexico City. Also changed: the AI2 Incubator domain now redirects to AI House, the BoomStartup domain in Salt Lake City now redirects to the vc.fm podcast, venturemiami.com is now an independent guide not linked to the city of Miami, and Canada's Start-up Visa is paused.
