The Best Cities for AI Startups in the World: The Top AI Hubs and What Founders Can Use in Each
Which city is the AI capital of the world? It depends on what your startup needs: AI researchers to hire, GPUs to train and run models, programmes that turn research into companies, investors who understand AI, or simply a visa that lets you build there. This guide ranks 12 AI hubs on four continents and names, for each one, the AI institutes, founder programmes, public compute and visa routes a founder can actually use. We checked each one on its own website in October and November 2026 and removed the generic claims and unsourced figures that older lists repeat. For more cities on each continent, see our guides to AI startup cities in Europe, AI startup cities in North America and AI startup cities in South America.
Quick answer: the San Francisco Bay Area is still the biggest AI hub in the world, with Stanford HAI, frontier labs and accelerators such as Y Combinator, and the US had $285.88 billion of private AI investment in 2025, more than any other country. London and Paris lead outside the US for public support (free or subsidised compute, founder visas, AI programmes), Beijing leads China, and Toronto and Montreal host two of Canada's three national AI institutes. In Asia and the Middle East, Singapore, Tel Aviv, Bengaluru, Seoul and Abu Dhabi each combine a national AI push with programmes foreign founders can join.

The World's Top AI Hubs at a Glance
Sources: country investment figures from the Stanford HAI AI Index Report 2026 (private AI investment in 2025, figure 4.2.8); institutes and programmes from their official websites, checked October and November 2026.
How We Chose the Cities
A city made the list if we could verify, on official websites, at least one AI institute or national AI centre based there and at least one programme, compute offer or visa route an AI founder can use. We use Stanford HAI's AI Index Report 2026 for money: it counts private AI investment by country, not by city, so the investment column shows the country's figure. The report also finds that Israel and Singapore have the highest share of AI talent among LinkedIn members (2.1% and 1.8% in 2025). We did not use paid rankings or company counts from data vendors, because we could not check them. For the national picture behind each city, read our guide to the best countries for AI startups.
The 12 Best Cities for AI Startups in the World in 2027
1. San Francisco Bay Area, USA
The Stanford Institute for Human-Centered AI (HAI), launched in 2019, draws on faculty from all seven of Stanford's schools and publishes the AI Index; Stanford and UC Berkeley are partners in NSF AI Institutes. Frontier labs cluster here: Anthropic says most of its staff are in the Bay Area. For founders, Y Combinator invests $500,000 in every company ($125,000 for 7% plus $375,000 on an uncapped SAFE) and runs its Winter 2027 batch from January to March in San Francisco; Berkeley SkyDeck invests $210,000 from its fund, and StartX supports Stanford founders without equity or fees. Public compute is limited: the NAIRR Pilot is open to startups only if they hold a federal grant. Foreign founders can use the International Entrepreneur Rule, a parole of up to 2.5 years, renewable once. See the startup events in San Francisco.
2. New York City, USA
New York's AI research gets public compute from Empire AI. According to the University at Buffalo, Empire AI Beta, a $40 million NVIDIA-powered supercomputer, came fully online in August 2026 as part of New York State's $500 million Empire AI consortium, for researchers at the state's leading universities. Founders apply to the Entrepreneurs Roundtable Accelerator (ERA), which invests $150K for 6% on a post-money SAFE, or to Betaworks' AI Camp, 12 weeks in New York with up to $500K guaranteed. Runway, the AI video company, lists New York first among its offices. New York suits AI products sold to finance, media and enterprise buyers. See the startup events in New York.
3. London, United Kingdom
The Alan Turing Institute is the UK's national institute for data science and artificial intelligence, headquartered at the British Library. The UK's Sovereign AI offer gives UK startups doing substantial AI R&D up to 1 million GPU hours on the AI Research Resource, and UKRI's AIRR rapid access route offers 20,000 GPU hours on Isambard-AI or Zenith with no closing date. Conception X runs a 9-month venture creation fellowship for PhD founders with Imperial, UCL and Queen Mary. Non-UK founders use the Innovator Founder visa, which needs an endorsing body. See the startup events in London.
4. Paris, France
Station F hosts more than 30 startup programmes and runs its own F/ai Program for AI startups; its second batch started in September 2026 with partners including Cohere, Notion, Replit and Legora. Hi! PARIS, the AI and data centre of Institut Polytechnique de Paris and HEC Paris, joined by Inria, was named one of France's "IA Clusters" in 2024. For compute, AI Factory France, led by GENCI, is the entry point to France's supercomputers, and under the EuroHPC rules AI startups and SMEs use the EU AI Factories free of charge. Non-EU founders use the French Tech Visa, a renewable 4-year talent passport. See the startup events in Paris.
5. Beijing, China
The Beijing Academy of Artificial Intelligence (BAAI) describes itself as a new type of AI research institution that brings together leading AI scholars and focuses on core technologies and original innovation. Beijing is also home to Moonshot AI, the maker of the Kimi models, which gives an address in Beijing's Haidian district; it released Kimi K3 in July 2026. China ranks second in the world for private AI investment ($12.41 billion in 2025), and the State Council's AI Plus guideline of August 2025 sets national adoption targets for 2027 and 2030. Beijing suits founders who are already in China: we found no founder visa or AI startup programme open to foreigners. Read about the China startups to watch, from Beijing's Moonshot AI to Hangzhou's DeepSeek.
6. Toronto, Canada
The Vector Institute is one of Canada's three national AI institutes under the Pan-Canadian AI Strategy. Its startup programmes have supported more than 290 Canadian companies, including FastLane for Canadian startups and scale-ups and HealthSpark for health AI companies. Cohere, the enterprise AI model company, was founded in Toronto in 2019. NEXT AI runs an equity-free programme for Canadian-owned companies, with applications open from 15 October to 9 December 2026 for its 2027 programme. Canada's AI Compute Access Fund and its Start-up Visa are both closed to new applicants, so Toronto works best for founders who already live in Canada. See the startup events in Toronto.
7. Montreal, Canada
Mila, the Quebec AI institute founded in 1993 by Yoshua Bengio, says it is a community of more than 1,400 machine learning researchers and over 140 professors from Université de Montréal, McGill, Polytechnique Montréal and HEC Montréal. Its Venture Scientist Bootcamp is a full-time, four-month incubator for deep tech founders with a $10,000 stipend per founder; applications were set to close on 21 November 2026, and the next session starts on 12 January 2027. 9. Bengaluru (Bangalore), India
India's IndiaAI Mission, approved in March 2024 with a budget of ₹10,371.92 crore, rents GPUs to startups at subsidised rates through the IndiaAI Compute portal; startups need DPIIT recognition, and requests under 5,000 GPU hours are approved automatically. Bengaluru is where many Indian AI companies build: Sarvam, which calls itself India's full-stack sovereign AI platform, with speech, translation and agents across 22 Indian languages, is based in the city. NSRCEL, the startup centre at IIM Bangalore, runs idea-stage programmes such as Launchpad and a Women Startup Program, and Entrepreneur First has a Bangalore office for founders without a co-founder yet. India has no startup visa, so Bengaluru suits Indian founders most.
10. Tel Aviv, Israel
Tel Aviv University's TAD Center for AI and Data Science, founded in 2019, has more than 250 affiliated faculty members, gives researchers computing resources and datasets and runs a "Bridge" unit that connects research groups. On 18 January 2026 the Israel Innovation Authority opened access to the national AI supercomputer: 1,000 Nvidia B200 accelerators over the coming years at below-market prices, 70% of them for companies training AI models. Founders in Israel can apply for the Ideation (Tnufa) incentive, a conditional grant of up to NIS 200,000, and foreign founders for the Innovation Visa, up to 2 years through a supporting accelerator. See the startup events in Tel Aviv.
11. Seoul, South Korea
The Seoul AI Hub, built by the Seoul Metropolitan Government in Seocho-gu, is the city's AI cluster for training AI talent and growing AI companies. It takes AI founders, pre-founders and early-stage AI companies as residents: an open-office desk costs KRW 60,000 a month plus a KRW 9,200 service fee (VAT extra, six months paid in advance), and calls open whenever space frees up. South Korea's AI Basic Act came into force on 22 January 2026, with an AI Basic Act Support Desk that advises companies. Foreign founders can enter through the K-Startup Grand Challenge (its 2026 call closed in June) or the D-8-4 startup visa through the OASIS programme. See the startup events in Seoul.
12. Abu Dhabi, United Arab Emirates
The Mohamed bin Zayed University of Artificial Intelligence (MBZUAI) in Masdar City has more than 120 faculty; its Institute of Foundation Models has released the open K2 models and, with Inception42, the Arabic-native Jais 3, and its Incubation and Entrepreneurship Center showcases student startups. The Technology Innovation Institute (TII), part of Abu Dhabi's Advanced Technology Research Council, runs 9 research centres and announced Falcon-Emirati and new Arabic AI models in October 2026. For founders, Hub71 runs Hub71+ AI, an add-on for startups building with AI across its programmes, which offer free housing, office space and health insurance and access to 40+ capital partners. Founders can apply for the UAE's Golden Visa for entrepreneurs. Read about the Abu Dhabi startups to watch and the startup events in Abu Dhabi.
Other AI Hubs Worth a Look

- Boston, Seattle, Pittsburgh and Edmonton: MIT CSAIL, Ai2, Carnegie Mellon and Amii, Canada's third national AI institute; all are in the North America guide.

Funding for AI Startups in Any of These Cities

- Equity: see the VCs that invest in AI startups, the angel investors for AI startups and the early-stage VCs in Asia.
- Free or cheap compute: the EU AI Factories (free for startups), the UK's Sovereign AI and AIRR, IndiaAI Compute and Israel's national supercomputer are the public options we verified.
Discontinued and Changed Since the Last Version
- Tech Nation (London): the Tech Nation reports page the old version linked now returns a 404 error, so London's entry now points to the Alan Turing Institute and the UK's AI compute offers.
- Canada: the AI Compute Access Fund closed on 31 July 2025, and the Start-up Visa no longer takes new applicants.
- Dead links replaced: the old links to the China AI development report, Toronto Global's AI page, Mila's community page and Singapore's ai.gov.sg no longer work, so each city now links to the institutions' own websites.
- Cities: Paris, Bengaluru and Abu Dhabi were added; Berlin moved to the "other hubs" list and the Europe guide.
- Claims removed: the earlier version called cities "undisputed leader" or "leading AI hub" and claimed the highest funding without sources; we replaced these with facts the institutions and the AI Index publish.
Which City Should You Choose for Your AI Startup?

How Founders Use the World's AI Hubs
Most AI startups use a hub for three things in their first two years: hiring from its university labs, getting compute and expert help from its AI institute, and meeting AI-literate investors and first customers. You rarely need to move on day one: many programmes above run remotely or for one cohort. Compare early-stage scenes beyond AI in our guide to the best cities for early-stage startups and the best startup cities in Asia, and meet the people behind these programmes at the top AI startup events. Before you spend months on a model, validate your startup idea with real customers.
