Best Cities for Early-Stage Startups (2027): 20 Startup Cities Worldwide Compared on Rankings, Founder Visas and Pre-Seed Programmes

Best cities for early-stage startups 2027: ecosystem rankings, founder visas and pre-seed programmes in 20 cities

The Best Cities in the World for Early-Stage Startups, Judged on Things You Can Check

For a pre-seed or seed founder, a startup city is useful for three reasons: you can legally live and work there, there is a programme that will put the first money, mentors or desk behind you, and investors there back companies at your stage. This guide covers 20 cities on four continents. For each one we give its place in the StartupBlink Global Startup Ecosystem Index 2026, the founder visa or residence route of its country, and one or two early-stage programmes in the city, all checked on official websites in October 2026. We left out the cost-of-living figures and tax claims that city lists usually repeat without a source. Want the country view instead? Our guide to the best countries for early-stage startups compares 20 countries.
Quick answer: San Francisco, New York and London are the top three startup cities in both StartupBlink's and Startup Genome's 2026 rankings. If you need a visa, London (Innovator Founder), Singapore (EntrePass), Tel Aviv (Innovation Visa), Paris (French Tech Visa), Amsterdam, Copenhagen (Start-up Denmark) and Dubai (Golden Visa) have dedicated founder routes. For equity-free help in year one, look at Berlin's Startup Stipendium, Atlanta's ATDC, MassChallenge in Boston, Prague's Technology Incubation and Startup SG Founder. Toronto is still a top-20 city, but Canada's Start-up Visa is closed to new applicants.

How We Chose and Ordered the Cities

We ordered the cities by the StartupBlink Global Startup Ecosystem Index 2026, which ranks more than 1,500 cities in over 120 countries on startup activity, ecosystem quality and business environment. According to StartupBlink, the top 10 cities grew by only 2.7% on average, Beijing and Shanghai fell by 21.4% and 20.0%, Singapore entered the global top 10 for the first time, and Tel Aviv reached its highest position in five years. Startup Genome's Global Startup Ecosystem Report 2026 ranks cities differently but agrees on the top three: Silicon Valley, New York City and London. In its ranking Seattle climbed five places to 10th, Toronto-Waterloo rose seven places to 13th, level with Paris, Austin jumped 12 places to 18th, and Stockholm rose eight places to 23rd, level with Amsterdam-Delta. A city made our list only if we could verify at least one early-stage programme there on an official website. Beijing and Shanghai rank in StartupBlink's top 10, but we left them out because China has no founder visa for foreigners, as our country guide explains.

The 20 Best Cities for Early-Stage Startups in 2027

1. San Francisco Bay Area, United States

The Bay Area is first in every ranking, with 17,284 startups on StartupBlink's city page. Its best-known pre-seed door is Y Combinator: YC invests $500,000 in every company it accepts, $125,000 for a fixed 7% plus $375,000 on an uncapped MFN SAFE, and when we checked its homepage it was taking applications for the Winter 2027 batch until 2 November. The US has no startup visa. Non-US founders use the International Entrepreneur Rule: parole of up to 2.5 years, renewable once to a maximum of 5 years, if you own at least 10% of a young US startup that has raised at least $311,071 from qualified US investors or $124,429 in government grants. The same route applies to every US city below. Read our guide to startup cities in North America for 20 US, Canadian and Mexican cities.

2. New York, United States

New York is second, with 11,961 startups, and according to StartupBlink it grew 11.6% in 2026 and widened its lead over London. Entrepreneurs Roundtable Accelerator (ERA) calls itself New York's leading tech accelerator; it invests $150,000 for 6% on a post-money SAFE, and its Winter 2027 batch was open when we checked. For angel money, see our list of angel investor groups in North America.

3. London, United Kingdom

London is third worldwide and first in Europe, with 11,588 startups. The UK's Innovator Founder visa needs an endorsing body to confirm your business idea is new, innovative, viable and scalable; it lasts 3 years, can be extended and costs £1,357 to apply from outside the UK, plus endorsement fees and the healthcare surcharge. Investors in a young UK company get tax relief through the Seed Enterprise Investment Scheme, which lets the company raise up to £250,000. Entrepreneur First backs individuals before they have a co-founder or an idea: an equity-free grant while you explore, up to $250,000 of investment once you form a company, and office space for nine months in London, Bangalore or San Francisco.

4. Boston Area, United States

Boston is fifth, with 3,788 startups, and it is the only city the old version of this list counted twice. MassChallenge says all of its programmes take zero equity. Its early-stage accelerators in Boston and elsewhere accept startups from anywhere that have raised less than $1 million in equity funding and earn less than $2 million a year. For deep tech, see our guide to deep tech grants in North America.

5. Tel Aviv, Israel

Tel Aviv is seventh, its best place in five years. The Israel Innovation Authority's Innovation Visa gives foreign tech entrepreneurs a stay permit of up to 2 years if a supporting framework, such as an accelerator, signs a support declaration and you can show how you will cover living costs. Founders in Israel can apply for the Tnufa ideation incentive: a conditional grant of up to NIS 200,000 over 12 months, covering 80% of the approved budget and repaid through royalties on sales.

6. Paris, France

Paris is ninth in StartupBlink's index and 13th, level with Toronto-Waterloo, in Startup Genome's. Its centre is Station F, which calls itself the world's biggest startup campus: 1,000+ startups and more than 30 programmes, including the flagship Founders programme for early-stage companies and Fighters for founders from all backgrounds, with or without a degree. Non-EU founders apply for the French Tech Visa with a project recognised by a public body such as a partner incubator, and Bpifrance's Bourse French Tech is a grant of up to €30,000.

7. Singapore

Singapore grew 26.7% in 2026, the fastest in the top 10, and entered it for the first time. The Ministry of Manpower's EntrePass is open to all nationalities: you must own at least 30% of a private limited company and meet one criterion, such as raising at least S$100,000 or backing from a recognised incubator or accelerator. Startup SG Founder gives first-time founders a S$20,000 to S$50,000 grant plus mentoring, matched by the founders' own capital. See our guides to startup incubators in Asia and Hong Kong tech startups.

8. Bengaluru (Bangalore), India

Bengaluru is 12th, with 3,843 startups. NSRCEL, the startup centre at the Indian Institute of Management Bangalore, runs idea-stage programmes such as Launchpad and a Women Startup Program, and Entrepreneur First has an office in the city. India has no startup visa, but local founders get a lot from free DPIIT startup recognition, which opens a 3-year tax holiday for companies up to 10 years old. The city's Berlin Startup Stipendium pays founders up to €2,500 a month for up to 12 months through experienced Berlin incubators, which also give desks, labs and coaching; according to the Senate's press release of 18 March 2026, its second round has up to €31 million for about 680 founders. Germany's federal EXIST Start-up Grant adds a 12-month stipend for university founders. Non-EU founders apply for a residence permit for self-employment. Meet the city's companies in Berlin startups to watch.

11. Seattle, United States

Seattle is 16th in StartupBlink's index and climbed five places to 10th in Startup Genome's, the biggest move in its top 10. AI House combines a community, an incubator that works with founders from the first day of an idea, and pre-seed capital for applied AI founders; 25 Seattle AI startups pitched at its first Demo Day in 2026. More AI programmes are in our guide to AI accelerators in North America.

12. Chicago, United States

Chicago is 17th, with 2,602 startups. 1871 runs tech founder programmes, including tracks for Black, Latino and women founders (BLKtech, LTNtech and WMNtech Founders), and industry innovation labs. Our list of Chicago startups to watch shows who is building there.

13. Toronto, Canada

The Toronto Area is 18th, with 3,332 startups. DMZ at Toronto Metropolitan University runs a 9-month Pre-Incubator to win first customers and an 18-month Incubator to become investor-ready. The catch is immigration: Canada's Start-up Visa Program stopped taking new applications on 31 December 2025, and only holders of a valid commitment certificate could still apply until 30 June 2026. Founders already in Canada can still turn to the National Research Council's IRAP.

What Changed Since the Older List

The 2025 version of this article listed 20 cities, but Boston appeared twice (5th and 13th), and most points were cost-of-living, tax and talent claims without a source. We removed those, the "Texas ranked #1" FAQ answer and the outbound blog links, and we replaced the ordering with StartupBlink's published 2026 ranks.
  • Added: Tel Aviv (7th, its best place in five years) and Amsterdam (mentioned only in the old FAQ).
  • Moved out: Brisbane ranks 109th in StartupBlink's index, with 424 startups, and Australia's National Innovation visa is by invitation only, so it is no longer a top-20 pick for first-time founders.
  • Changed: Canada's Start-up Visa closed at the end of 2025, which matters for Toronto; the startupamsterdam.com domain now shows no website, and the programme lives on iamsterdam.com.
Other cities worth a look: Los Angeles (4th), Washington DC (21st) and San Diego (23rd) in our San Diego startups to watch and North America guides; Munich, Cambridge, Zurich and Eindhoven for science-based companies in our deep tech cities in Europe; and the best cities for AI startups in Europe.

Which City Should You Choose?

  • You want the most investors and the biggest market: San Francisco or New York, through Y Combinator or ERA, if you can use the US entrepreneur parole.
  • You need a dedicated founder visa: London, Singapore, Tel Aviv, Paris, Amsterdam, Copenhagen or Dubai.
  • You want equity-free help in year one: Berlin's Startup Stipendium, ATDC in Atlanta, MassChallenge in Boston, Technology Incubation in Prague or Startup SG Founder.
  • You have no co-founder yet: Entrepreneur First in London, Bangalore or San Francisco.
  • You are building AI: San Francisco, Seattle (AI House) or Paris (Station F's AI campus programme).
  • You were counting on Toronto: it is a strong city, but plan around a work permit or another country while Canada's Start-up Visa is closed.

FAQ About the Best Cities for Early-Stage Startups

Which city is best for early-stage startups in 2027?

The San Francisco Bay Area leads both StartupBlink's 2026 index and Startup Genome's 2026 ranking, followed by New York and London. For founders who need a visa, London combines a top-three ecosystem with a dedicated route, the Innovator Founder visa.

Which startup cities have a founder visa?

Among the cities in this list: London (Innovator Founder visa), Singapore (EntrePass), Tel Aviv (Innovation Visa), Paris (French Tech Visa), Amsterdam (start-up permit), Copenhagen (Start-up Denmark) and Dubai (Golden Visa for entrepreneurs). US cities use the International Entrepreneur Rule parole instead.

What is the best European city for startups?

London ranks 3rd worldwide in StartupBlink's 2026 index, ahead of Paris (9th), Berlin (15th), Stockholm (25th) and Amsterdam (27th). Stockholm rose fastest in Europe in Startup Genome's 2026 ranking, up eight places to 23rd.

Which city is best for startups in Asia?

Singapore entered StartupBlink's global top 10 for the first time in 2026, after growth of 26.7%, and has the EntrePass and Startup SG Founder grant. Bengaluru is 12th and is strongest for founders already in India.

Can I still use Canada's Start-up Visa to move to Toronto?

No. It stopped taking new applications on 31 December 2025, and only holders of a valid commitment certificate could apply until 30 June 2026. Canada says a new pilot for entrepreneurs will replace it.
